Change veritcal datum by raising DEM

Is there a way to raise or lower a dem surface globally, I need to change a surface from NAVD 88 to NGVD 29. the change will be ~3.81 feet where I am working.

Yes you can apply a constant shift, which is ok for converting vertical datums over small areas, on the Alter Elevations tab of the Options dialog for loaded terrain layers. Just provide the offset that you need.
