Aha I found what is going on. The TestAPI function in the C++ SDK sample application calls GM_GetElevationOverrides to offset the layer elevation values by 1 just to demonstrate how to use that function. It's only enabled by default in Debug mode. You can also turn it off in the project settings by removing the GM_TEST_API definition.
