Using Draw Icons Second Level Below File - Edit - View - Tools.....

I have imported two JPG maps and used Rectify Imagery to apply the latitudes & longitudes, following which I converted to Lambert Conformal Conic Projection. I repeated the process for an adjacent map but once complete, the draw icons, second level below the File, Edit, View......line are blanked out and I cannot use them to draw lines and areas on the map.

Can someone please explain why?

Those are only active if the Digitizer Tool is active. Select that tool (the pencil on the toolbar) and they should be available.
