historical political boundaries in WorldWind

I would like to create historical political boundaries in NASA worldwind.
Say, one types in 1800, and they see the political boundaries around the world at that time. Eventually one can slide along a timeline, and click animate and see how things evolved.
I was told that I could use Global Mapper to download base images, draw the vectors, and then upload them into WorldWind.
I'm very new to all this, and I'm learning as I go...

All that you need to do is either load your boundary data using the File->Open Data File menu command (if you already have it in a file), otherwise you can use the Digitizer Tool (the pencil on the toolbar) to draw new features.
Once you have your boundaries set up, you can use the File->Export Raster and Elevation->Export World Wind Tiles menu command to export the data to World Wind tiles for use in WW.

how do I load a base image from WorldWind to draw upon?

While you can't directly load World Wind data into Global Mapper, you can use the File->Download Online Imagery menu command to pull from several data sources that World Wind also uses (like SRTM terrain and Landsat7 imagery).

So, what I've been doing is using landsat imagery, and using the digitizer tool, drawing lines as a test.
When I export World Wind tiles, it freezes up...
I'm guessing that this is a lot of data to export.
Could this be the problem?
If so, is there some way I can try it out with a smaller file to create?
What capabilities would I need to export larger files?
When I do all this, how do I import it into World Wind? -
Once you have your data drawn, I would suggest unchecking the Landsat layer from the Overlay Control Center unless you need it in your WorldWind output. Pulling down detailed data from the Landsat online source will be EXTREMELY slow in most cases as that server is very slow. Also check your resolution when you export to make sure that the file that you are not going to be using a lot more resolution than you need, thus resulting in much longer export times.
Once the World Wind export is complete, you should be able to copy the resulting .xml file into the Config/Earth folder under your World Wind installation on your hard drive, then your export should show up as a new source.

A few years ago I came across a set of shapefiles showing political boundaries at various points in history. Quite coarse, but at least it's there. I have no idea who the original author is, but credits to him/her.

Looks like I'm one step closer.
However, I clicked "close overlay" for the Landsat Imagery.
When I went through all the steps and opened WorldWind, It showed the whole western hemisphere as black.
Should I have clicked "hide overlay" or changed the options?

Make sure to check the 'Make Image Tiles Transparent' option when generating your World Wind tiles, otherwise they will be opaque and cover the underlying data.

Where is the option located? I can't find it in either the control center nor the export raster dialog.

The option to make the generated tiles transparent is near the bottom of the World Wind Export dialog when you choose to export your data to World Wind tiles. It is a checkbox option.

The only checkbox says
"save vector data if displayed"
I have Global Mapper v8.01
Is the option only in the newer version? -
Try downloading and installing the last release (v8.03) from http://www.globalmapper.com/global_mapper8_setup.exe. The option should be in that release.
