Reprojecting World Files?

I know there is a way to reproject an image with the world file, but this creates a new image in the process. Since our images are all rotated, this is not ideal as the new image is not rotated - plus we already have the image file.
What would be a great tool is one that would take just the world file, ask it's current projection, ask it's destination projection, and then spit out a new world file for the same image. Is this possible?

That wouldn't be possible even in theory as the act of reprojecting is going to do a transform much more complex than what can be described in a world file, which only supports, scale, offset, and rotation. A projection transformation is of course much more complex so an entirely new image has to be created where each pixel has been transformed.
