Add an Icon Based Floating Tool Bar for Drawing and Editing

My current project requires very little drawing of lines and areas, but when I do draw an object it is oh so painful. Right-clicking and then selecting from a list of text descriptions went out of style with Windows 3.0. After a dozens objects I'm ready to toss the PC, it so slow and cumbersome.

Since the drawing commands already exist, all that is needed is a small floating toolbar with one or two dozen icons associated with each unique command. With tool tips, one would quickly learn to associate an icon with a command.

While this request isn't of the overnight variety, it should be doable for the next release.

    A toolbar for the Digitizer Tool is something that is on the (incredible long!) todo list already. The drawing is currently set up for users that are going to be drawing a lot of one type of thing, like lines, since the tool stays in the line (or area or point) drawing mode when you select it allowing you to easily draw lots of them.
