Possible bug with contour generation

It seems that the contour interval value is being added to my generated contours. When i make the contours with their labels from lines of a known elevation the label is the value of the elevation of the sampled line and the actual elevation value of the generated contour line is off by the amount of the contour interval that was defined at creation. I tested this twice, once with an interval of 2ft and once with an interval of 5 feet.
