µBug: Redraw when selecting Digitizer Tool

When selecting the Digitizer tool for the first time the whole screen redraws - is there a reason for this or can it be skipped? When selecting other tools - and after a while selecting the Digitizer tool again it does not redraw the screen again.

The behaviour is different from v9/v10 and v11 on this as there is no redraw on v9 and v10.

    This is because v11 has a toolbar for the Digitizer Tool and it is taller than the other toolbars, which means the map view window size changes when it is displayed. If you go to the View->Toolbars menu and check the option to always display the Digitizer Toolbar (or turn it off), then you won't have this issue.
