Adding to a Layer in a WorkSpace

I have a workspace with several layers. Is there a way to add to a specific layer within the workspace. I have V10.

If not. If I need to modify or add to a layer in a workspace, what is the best way to do it such that it will be incorporated into that layer and not into the User Created Features.
