Trying to Merge Point Clouds

I am trying to merge couple of point clouds. I have tried copying all data and pasting to a new layer, but that doesnt seem to be working , it is either not copying or pasting all points to the new layer. I have also tried exporting both point clouds to a new file, but this is also not working. Is there something else that needs to be done that allows all points to migrate to the new layer together?

The bottom las file is top two exported together. The total number of points should total 1,940,978,489.

I don't understand. The total number of points from the parent layers indeed totals to the total shown in your screenshot.
