I'm trying to create terrain from polygons, but the process is not using the ELEVATION attribute given to the polygon. For example, the attached polygon has an elevation of 2200, but when I use the Create Terrain process, it gives it an elevation of 1892.

Does your polygon also have per-vertex elevations? If so, those would take precedence over the attribute-based elevation. You can go to the Options dialog for the layer and explicitly select the attribute to use for elevation to force it to be used.
