Automatically Copy Features to new Layer

I am trying to copy a specific subset of parcels from a tax map that I was able to get from the state. There is a unique identifier for each parcel when I look at edit attributes and If I manually select a parcel it copies properly. Is there a way to identify the features from a list in excel that need to be copied?

I can provide examples if it is helpful.
