Is it possible to connect data between physically overlapping shapes?

I am putting together a property map and would like their attributes to include columns from other coinciding layers like zoning maps, flood zones, or point data like addresses; is there a feature for this?

You should be able to use the Digitizer Tool and select the area features to modify, then use the Digitizer -> Attribute / Style -> Copy Attributes from Nearby / Overlapping Features option to copy attributes based on overlapping geometry.
