how to create monotonic hydro-flattenning

Hi all,

I was asked  to create    a hydro flattening DEM with monotonic   characteristic, with decreasing value for every 10 cm in elevation.  Does anyone know how to do it?   i found the picture below  on  the internet but couldn't  find how and what software exactly they are using.
