What's the best Extract-Transform-Load tool to use?

Global Mapper currently (v22.1) does not have an ETL tool for wrangling with data from disparate sources; e.g., getting parcel layer data from multiple towns that principally and conceptually share attributing, but lack a common attributing schema. Reportedly, ESRI has this functionality built into its Load command, but that doesn't do much good for Global Mapper users.

Is there any particular, and preferably open-source, ETL tools that GM users care to suggest?
