Is it possible to present a layout in the Map Layout Editor other than North up?

If so, is there a possibility to Create a Feature Mapbook using the feature orientation?

(In which case you can than draw and orient plotboxes in the 2d view, and automate importing those views in the Map Layout Editor using Create Feature Mapbook).

Yes to the first question, but you need to do it in your working window.  See screenshot below. 

As for the 2nd question - I have never seen that as an option and would be surprised if it's currently supported.
