water level increments not working

Hi, I'm using GM 20.1, and there seems to be a disconnect between the Decrease Water Level settings for 3D and normal views. I want water levels to rise in 200m increments on the normal view, so I went to the 3D View Properties in the Configuration tab and set the increment level to 200:

Next, I set water level at 0m in the Vertical Options dialog:

However, when I click the Increase Water Level in the Menu Bar, the water level rises to 827m:

I tried changing the Vertical Exaggeration to 0 in the 3D View Properties, but that didn't work either.
