Is there any way to download data from this arcgis source into Global Mapper?

I'd love to be able to get data from the following URL into Global Mapper. I've done everything I know how to do (which isn't much, admittedly) without luck. Is there any way to do this?

That link is pointing to a "web mapping application".  You want to find the rest/services URL

Add this as a "ESRI RESTful Feature Service" - https://services.arcgis.com/3t3QfTXFRFX44zo8/ArcGIS/rest/services

Here's another one I'm having trouble with. I was able to connect to an older version of this dataset by adding it as a WMS source, but the same process doesn't work with this one.

Heya! I use chrome/edge developer tools (F12) to find the REST endpoint. I haven't had luck with image servers though.
