it's no specific issue, simply that it is annoying to have to wait for redraw all the layers, just by activating or deactivating only one layer

OK, understood. What I usually do when I want to disable or enable a number of layers is to select them in the Control Panel using Ctrl+Click with the mouse, and then pressing th space bar on the keyboard. That operation will toggle each selected layer from on to off, or vice-versa, and you get only one redraw afterwards.
