GeoTIFF elevation export - resampling: default behavior

When selecting "Default (Resample if Needed)" from the Resampling drop down menu, what behavior occurs?  

1 - how is the case of "if needed" determined?
2 - if "if needed" is true, what is the default resampling method applied?
