Displaying nautical chart soundings?

I would like to be able to grid baythmetric survey data to show least available depths or shoalest soundings within a defined radius and then present these according to the IHO standard of one big numeral for the depth in metres followed by the decimal as smaller number positioned bottom left of the Big metre numeral. Any assistance will be greatly appreciated. Cheers
