To include the ability to export to PDF from an application like Global Mapper I would not rely on software like PDFCreator (which is a printer driver that uses Ghostscript internally). To include PDF functionality into GM itself, I'd use a PDF library like libharu instead: Haru Free PDF Library

Thanks for the libharu link. If and when vector-based PDF export is added to Global Mapper, it will almost certainly use libharu or a similar library.
