Creating User Projection System from UTM to User

I have a LiDAR data set that was collected in UTM Zone 10 in meters and I need to transform and re-project this data to a user defined coordinate system.  There are Projection Parameters, Datum Transformation Parameters, Horizontal Adjustment Parameters, and Vertical Adjustment Parameters and they are all in international feet, but I cannot find instruction on how to create and input this information to do the transformation and export the .las files.

Any assistance would be appreciated.
