You can do this on the IMPORT command, using the MIN_ELEV and MAX_ELEV parameters.  The easiest way to get an example is to:

1. Load some elevation data into Global Mapper
2. Set up the elevation parameters (min, max, etc.) the way that you want them via the Control Center layer options windows.
3. Save a workspace.  
4. Open the workspace file in a text editor, and look at the IMPORT command that was generated by Global Mapper.
