Convert from UTM to a local rotated, scaled, and shifted coordinate system

We have multiple projects in the area that have their own coordinate system. It's easy enough to do it in CAD with a simple script file:
However that also scales the elevation (not good). Also, I can't scale scan data which is why I am hoping to learn Global Mapper. I was told it is a good tool to translate coordinates.
I am hoping to create a .prj file with the above info. Can this be done by Global Mapper?
