Performance in GM 17.2.1

I'm running GM on a core i7-6700k @ 4.0Ghz w/ 48GB RAM and Nvidia GeForce GTX 980 on Win7 Pro.  Nvidia drivers are updated.

I've got a project with an RGB and NGB raster images loaded.  From this, I created an NDVI map.  The RGB and NGB blocks are 1.2GB each.  The GM workspace file is 2.3GB.  The RGB and NGB images cover about a 12 acre area. The NDVI covers about 10 acres.  The RGB and NGB images were generated from Agisoft Photoscan at about 1.5cm/pix GSD.  Files are stored on internal SATA3 drive.

It takes 125 sec to open the file.  I click on Map Layout Editor and after 17 minutes, I gave up and quit the app.  I'm not sure what is going on, but the map would at least load after several minutes earlier today.  I copied files to internal SSD and loading went to 105 seconds.  I gave up after 5 minutes on the Map Layout Editor waiting to load.

I've monitored resources and CPU, RAM, and disk are all well below maximum.  In fact, I have noticed now, and on prior occasions, CPU rarely gets above 25% load and GM doesn't seem to utilize hyper-threading (though I understand HT may not help in these applications).

Is there something wrong with my data files or is it GM?  I can't get any work done at this rate.
