download from USGS site?

in Vector Data
I'm trying to download a Google Earth file of African geology from this site: http://certmapper.cr.usgs.gov/arcgis/rest/services/geology/africa/MapServer, but it's only downloading partially, and then as a network link, which I can't manipulate as a vector layer. There are other links to download, but they're in Arc format, and I don't know how to do that, so any help would be most appreciated, either in transforming the Google Earth download into a vector layer, or downloading one of the other Arc formats.
