Viewshed: display areas where terrain is above a specified elevation angle?

How can I use viewshed (or some other feature) to display areas where the terrain is higher than a specified angle of elevation from the 'transmit' point? NB this isn't a visibility calculation, I want it to include any areas where the terrain is above the specified angle of elevation, even if they're hidden from visual or radio line of sight because they're behind other, higher areas. Any ideas?
