How do I create a map at exactly 1:10000 scale?

1:10000 isn't an option in Map Layout. Also, is it possible to display the scale as a ratio rather than the bar with distance units?

First, I recommend that you make sure you are using the latest release of Global Mapper. There have been several bug fixes and feature enhancements in the Map Layout Editor since the initial release.
You can use a scale that is not in the list by typing the number in the edit field for the Scale (i.e., type 10000 into the field where the scale goes when you pick it from the list.) We have also added a button on that screen that you can use to indicate the point that represents the center of your map, so that the map will contain the correct geographic data. Once you create a map using the scale, if you change the size of the map view element, it should maintain that scale. If you prefer that the map view element keeps the bounds constant instead, you can change that option on the map view element's Properties page.
At the moment, you can only display the distance units on the scale bar.
