We recently fixed a bug involving .ozi files that reference raster files.  I recommend getting the latest daily build of Global Mapper 17 to see if your problem has been fixed.  If the problem persists, please send a description of your workflow and the error message, along with your data, to Blue Marble Geographics Support (geohelp@bluemarblegeo.com).  This will ensure that the support team sees the problem, and will expedite a solution.
