Import DOT data with "custom" units in PRJ file

I've been unable to import DOT shapefile data that uses a Lambert Conformal Conic projection with "custom" units - which appear to me to be millifoot (0.0003048). I can't import the PRJ file with units of "custom" and there's no millifoot option for the planar units. I can't be the first person to ever deal with this, so what am I missing?

Correction: I can import that data, but it isn't scaled correctly (due to the projection units not being understood by GM). I need to change its projection to geographic with WGS84 and export it. When I do that, the data isn't scaled correctly.
