CADRG Exporting detail level

Hello,
I am exporting CADRG files at various chart scales. I am using the Open source "MapQuest OpenStreetMap Worldwide Street Maps". This data seems to have different detail levels based on the zoom. This detail level translates to the export into CADRG format. How can I choose a different detail level than is chosen by the exporting function?
For example exporting a topographic line map at 1:100000. I would like to be able to select the level of detail (i.e. town and road labels) that is exported.

To lock to a particular level of detail you would need to first export to another raster format, like perhaps GeoTIFF, where you can specify the resolution that you want. Then load that exported file back in and export that to CADRG where the scale determines what to pull from online sources, but of course only affects the resolution that a fixed raster layer is sampled at.
