Global Mapper 11.01 adds the ability to display 3D vector features in space above or below the terrain surface. You can also extrude 3D area features to create building-like displays.
In this video tutorial I demonstrate how I was able to recreate this 3D view of Lower Manhattan using 3D building data, NED data and opensource streets maps.
