Did you confirm with the data provider that the URL is still correct and that the server is working? I wasn't able to open that particular WMS data source in ArcGIS Explorer, either. Nor was I able to open it in the ESRI ArcIMS format as specified on
NYSGIS - Orthoimagery - Web Map Service
So, I don't think it's just a Global Mapper problem.
