Create new Area Features from Selected Lines

Hello,
I'm attempting to create new area features from selected lines, under the "Advanced Feature Creation Options"
I have a .kml file of precinct boundary information, but the boundaries were drawn as lines, and the lines don't all intersect as they should. I'd like to generate precinct areas, such that I can add attribute data/etc by area and integrate with Google Maps and other mapping software.
Any suggestions?

Eric,
You should just be able to load the KML, then select all of the lines, then just use the Digitizer Toolbar option to create areas from the selected line features. Make sure to select to create multiple areas if they don't all connect and you should get what you are after.
